Success Recruit are currently working with a public sector client who are seeking a Procurement Services Manager to support them within the Estates & Facilities Management department. No previous Estate & Facilities experience within this area is required as training will be provided however previous public sector experience is highly desirable due to framework agreements in place and the management experience needed for this.

The successful Procurement Manager will work closely with a small and efficient long-standing team that will support with day-to-day requirements whilst you have ownership of the Estate and Facilities department.

The successful Procurement Manager will be expected to:

• Have previous experience within public sector procurement.
• Previous experience within property / estate management procurement however not essential
• Have the ability to build strong relationships with various stakeholders / connections
• Have strong communication and organisational skills with the ability to manage multiple projects at once

Job Description

The Successful Estates / Property Manager will be responsible for the day-to-day procurement, analysing needs, preparing procurement plans, establishing stakeholder service standards and benchmarking, monitoring supplier performance and tendering. You will be an integral part of the team and will be confident communicating at all levels building strong relationships.

Duties to include but not limited to:

• Communicate and achieve customer buy-in to the procurement strategy.
• Advise and provide guidance on complex procurement matters in accordance with established procedures and regulations.
• Create tender and other procurement specifications including Frameworks.
• Lead and/or facilitate cross functional teams in targeted reviews to improve procurement practices.
• Develop mechanisms to monitor and improve the performance of suppliers.
• Responsible for writing and ensuring Terms and Conditions are completed and signed after Procurement exercises have been completed.
• Monitor performance of existing contracts by arranging contract reviews and reviewing Key Performance Indicators.
• Analyse procurement needs by considering management data on spend information obtained
• Arrange and attend meetings with internal and external customers.

This position would suit someone who is seeking a position where you will have autonomy to review and improve processes within the department and take responsibility for all activities supporting the estate and facilities management department connected to the procurement process.

Hours: Monday to Friday – 8;30am – 5.00pm, working from home 4 days a week with an office day once a week at either a central Essex location or Cambridge, flexibility on location dependant on where the successful applicant resides.

Salary: £37-43k dependant on experience
