A compelling opportunity awaits for an accomplished Programme Manager to join the dynamic team working on the South Kilburn Heat Network project. This interim position boasts a daily rate of 450 and is situated in the vibrant locale of Brent.

Job Purpose:

As a Programme Manager, you will be at the forefront of managing the competitive dialogue procurement process for the Design, Build, Operate & Maintain Contract for the South Kilburn Heat Network. Your responsibilities will extend to ensuring the seamless transition of the council to manage the DBOM contract and the Heat Network in-house post-construction.

Main Duties:

• Lead the competitive dialogue procurement process from contract notice stage to contract award and mobilisation (estimated duration: 12-15 months).
• Coordinate the project board, collaborating with internal stakeholders and external legal, financial, and technical consultants.
• Manage contracts and supervise the work of the Council’s external consultants.

Person Specification (Essential):

• Highly experienced project manager with a successful track record in delivering complex projects.
• Proven experience in managing procurement projects.
• Familiarity with local government settings.
• Excellent stakeholder management skills.
• Exceptional strategic thinking and analytical skills, making informed judgements based on evidence and context.
• Strong commercial and business acumen.
• Excellent project management and organisational skills.

Desirable Skills:

• Experience in delivering infrastructure and/or construction projects.
• Knowledge and understanding of low carbon heat networks.
• Familiarity with major factors and legislation governing local authority procurement and the management of large-scale public contracts.
