Job Title: Property Services Manager
Location: Hybrid / 2days working in office (negotiable) DY11
Pay rate: 346.14 per day
Days: 37 hours per week
Start date: Available immediately
Length of contract: Initially 12 weeks

GI Group Recruitment are now recruiting for a property service manager on an interim basis. The post holder will be professionally accountable for the client’s wide range of estate management matters relating to the extensive property holdings and to provide advice where this is within the post holder’s professional expertise. To oversee a portfolio of transactional matters relating to the acquisition, disposal, and valuation of properties, including commercial landlord and tenant issues.

Main duties of the General Manager of Facilities

• To lead the estate management service across all operational and non-operational buildings falling within the Clients ownership.
• To manage the appointed Asset and Portfolio Managers and Property Managers/Managing Agents in respect of the properties acquired as part of the Capital Portfolio Fund.
• To manage the letting of vacant floorspace and property across the estate.
• To ensure that all tenant and licensees of properties, land and floorspace within the Council’s ownership are serviced appropriately.
• To prepare any necessary reports for the Committee meetings or working groups. To present reports to Committees and other Officer/Member Working Groups as directed, this may involve some evening meetings.
• To provide competent valuation and estate management advice to enable the completion of the final accounts.
• To negotiate terms for the acquisition, disposal, lease restructuring, development and management of land and property for all purposes.
• To instruct EPC surveys and ensure that our properties meet the minimum energy efficiency standards. Where improvements are required working with the Building Services team to facilitate any works needed.
• To manage the investment/asset management and managing agents’ contracts for the 26.5m Capital Portfolio Fund.

Criteria

• Educated to degree or equivalent level in a subject relevant to the job role i.e. estates management, property or surveying background.
• Professional member of RICS or on the path to becoming a member.
• At least five years’ experience in estate management, some of which should have been at a senior level managing others.
• Excellent business and commercial acumen with proven ability to build comprehensive business cases.
• Experience in monitoring and reporting on service level agreements and key performance indicators, demonstrating value for money services.
• Knowledge of property information IT systems and valuation programmes, document management, mapping software and Microsoft 365.
• Full UK driving licence with access to a car.
• Knowledge and experience of property disposals, acquisitions, development and valuation of strategic land and property assets.
