RSR Public Safety are currently recruiting on behalf of our policing client based in Hindlip for a Senior Construction Project Manager to support the Head of Projects in the management and development of the Projects team in relation to major capital investments projects.

This is a full-time, permanent role (with up to 2 days per week home working) offering a starting salary of £58,191.

Main Duties:

• Support the Head of Projects in the development of processes and procedures to ensure efficient delivery of capital projects and assist in the monitoring and reporting of programmes and budgets.
• Support the Head of Projects in undertaking regular project reviews with PM’s on all major capital projects and identifying significant risks requiring escalation and recommending actions required in relation to projects.
• Lead stakeholder engagement, co-ordinate and prepare Capital Business Cases, including whole life costing analysis, ensuring client briefs and feasibility proposals are developed in accordance with project aims and objectives, and benefits realisation analysis undertaken.
• Research the marketplace and identify and lead on the procurement of required professionals and the procurement of specialist consultants, design teams and contractors in line with procurement legislation and internal requirements.
• Lead the project design team and manage key internal and external stakeholders and external consultants and contractors to ensure performance against agreed objectives/scopes of service.
• Preparation of project scopes, specifications and required scopes of services to enable the competitive tendering of professions services and project construction works to deliver a range of buildings, assets and projects for a diverse range of clients.
• Using construction management software packages to plan smooth work flows and the effective and efficient coordination of site-based activity.
• Chairing project meetings, including stakeholder engagement workshops, design team meetings, pre-start, progress and handover meetings and other meetings as required in relation to specific projects.
• Evaluate the effectiveness of existing processes and practices within own area of work in order to identify and implement opportunities for change and innovation and enable continuous improvement.

Essential Requirements:

• Chartered Membership of relevant professional organisation with a minimum of 5 years post qualification experience (RICS, APM)
• In depth knowledge of industry standard processes, systems and assessment methods (BIM, BREEAM etc.).
• Qualified up to a degree level, or equivalent experience in Construction Project Management or equivalent relevant qualification (Quantity Surveying/Building Surveying), or equivalent project management qualification (e.g. PRINCE 2).
• An in-depth knowledge of construction legislation, Building Regulations, CDM Regulations, planning legislation and statutory requirements in relation to construction projects.
• An in-depth knowledge of standard forms of construction contracts, including JCT and NEC forms of contract at all levels including Design & Build contracts.
• In depth knowledge of design guidelines relating to the development of specialised design areas for the police and fire services or related relevant environments.
• Minimum experience of 8 – 10 years in the construction industry with 5 years in a senior role.
• Management of teams of Project Managers delivering multiple major capital projects, including support, mentoring and identification of development requirements.
